Firts this is a personal practice. I started planning the size of the view(for me it's the complex part of the process ) I used 10 blocks length( around 1km). I started modeling the blocks and the street, without to much detail. I modeled some buildings y others were from archmodels. The sidewalk near to the camera was modeled piece by piece, and the damage was created using Polydamage script. I also used rayfire to crack some of them. For the street I used decals to add the lines and other imperfections(cracks manholes and others). The cars were animated to create the motion blur. I used substance painter to add posters, graffitis and imperfections over the black post protection(on the sidewalk). The materials are very simple, just add randomized map and gamma to break the perfection. For the Lighting I used an HDRI. In photoshop just did few glow and color corrections. The render took around 3hr in 4k resolution and 84gb ram consumption(almost everything was made Corona proxy to optimized model)
